Road freight between Saudi Arabia and Oman: trucks for commercial cargo, both ways

Ruby Shipping Line moves commercial cargo by road between Saudi Arabia and Oman, in both directions: full truckloads, part loads, containers, and cargo that needs its own trailer, on our own trucks and with contracted hauliers. Most of this page is about the border: what the GCC customs territory settles, what it leaves to the paperwork, and which side files what.

What the GCC customs territory settles, and what it does not

Both countries sit inside the GCC common customs territory, which genuinely simplifies things for goods produced in a GCC state: they cross without customs duty, on the national invoice with their origin shown, plus a certificate of origin where the receiving customs asks for one. GCC origin is a status the goods qualify for, not the fact of being loaded in a GCC country. Foreign goods taken out of a GCC free zone are treated as goods from outside.

The customs territory does not remove the declaration. Every consignment, GCC origin included, is declared leaving one country and entering the other. Each state's rules on prohibited and restricted goods and on quarantine still apply at the border.

Goods made outside the GCC are a different file. The border declaration has to show how they entered the customs territory: for home use with duty paid, or still in transit. Settle that before they land.

Saudi Arabia to Oman, or Oman to Saudi Arabia

The direction decides whose entry does the work.

From Saudi Arabia to Oman, the Omani import entry is what releases the goods. We file it in this office through Bayan, the Directorate General of Customs electronic single window. The Saudi export declaration is filed in Saudi Arabia, by the exporter or a party licensed there.

From Oman to Saudi Arabia, we file the Omani export declaration through Bayan, and the heavier file is on the other side. The Saudi import declaration is filed through FASAH, the Saudi customs single window, in the importer's name, by the importer or a customs broker licensed there. We do not file it. Some products also need a conformity certificate through SABER, the Saudi standards platform, and settling which one applies is the Saudi importer's job before the truck is loaded.

Either way, both declarations are built from the same invoice and packing list, and they must agree on description, weights, package count and consignee. A mismatch is found at the border, where nothing can be corrected locally.

The border, and a route through a third state

A crossing is two sets of border formalities, exit and entry, and each needs the declaration, the manifest, the commercial documents, and the vehicle's and driver's papers.

The two countries share a direct road crossing, and a truck can also route through the UAE. That route is a customs transit: the goods are declared in transit on entry, carried under customs seal and discharged on exit, with nothing entered for home use, and that filing is made in the UAE. Goods a state prohibits cannot be routed through it at all, even in transit. The route is chosen per move, and it decides how many borders the file crosses. Full truckload or part load

A full truckload is one shipper's goods, one set of documents and one declaration on each side. It leaves when your cargo is ready, and nobody else's paperwork is on the truck.

A part load shares the truck and the price, and it shares the border too. Each consignment carries its own declaration, and a query on one of them holds the whole truck, including consignments whose papers are in order. Ask for both prices, and weigh the saving against a truck that may wait on someone else's paperwork.

Cargo that needs its own equipment

A reefer on this road runs on a generator set, so the fuel and the unit are checked before departure and the temperature is set for the commodity. Time at a border is time the unit runs, and a temperature excursion is a cargo claim rather than a delay, so the record is kept.

Out of gauge cargo needs a permit, and on this lane the permit and the route survey have to cover the roads on both sides of the border. That work comes before the price.

The empty return, and the truck's

A cross border move has two empty legs, and both are in the price.

A sea container taken across the border is still the line's box, and whether it may leave the country, and on what terms, is asked of the line before the booking. Detention does not stop at release or unloading. It stops when the empty is back at the depot the line nominated, which may be across the border. So the empty return is planned with the delivery, not after it. Demurrage and detention sets out the three clocks.

The truck comes back as well. A truck that crosses loaded and returns without a load is paid for both ways, and the rate reflects that. If you ship in both directions, tell us, because cargo for the return leg changes the arithmetic.

The Oman end of the file

The Omani side stays in this office, with the entry filed in house through Bayan: customs clearance. Where the goods start or finish in Oman, the truck, the delivery and the empty return run on the same file: land transport. Where goods land at Sohar and carry on to Saudi Arabia without being entered in Oman, we prepare the Omani transit file here too.
